OPENING SPEECH BY HIS EXCELLENCY Pierre NKURUNZIZA, PRESIDENT OF REPUBLIC OF BURUNDI ON THE SEMINAR OF THE INTER-PARLIAMENTARY RELATIONS (NANYUKI V).

1. Let us first of all thank God who has allowed that such an important seminar for the East African Community takes place in Bujumbura. God be praised in all His might.

2.It is for us a moment of great joy and legitimate pride to be before this August Assembly from the four corners of the East African Community to participate in the Seminar on East African Inter-Parliamentary Relations, NANYUKI V which, this year is held in Bujumbura, on the theme “The Protocol on the Establishment of the East African Community Common Market : Prospects, Challenges and Opportunities.”

3.We would like, on behalf of the Burundian People, its Government and on Our own behalf, to take this opportunity to wish everyone who has come from the brotherly East African Community Partner Countries, a warm Welcome to Burundi.

4. We shall spare no effort to make your stay in Burundi both useful and enjoyable. Our dearest wish is that you feel at home.

5.We would like also, as we are still at the beginning of the year 2010, to extend to you Our very best wishes for good health, happiness, prosperity and plenty of success in all your noble undertakings, as dignified Representatives of the Peoples of our Community.

6.In your respective capacities as Parliamentarians of East African Community Partner States and the East African Legislative Assembly, this Seminar on East African Inter-Parliamentary Relations will be an occasion for you to share your experience and discuss issues of great interest to our Community which is strongly committed towards regional integration.

7.On the one hand, We would like to congratulate the Legislative Assembly of the East African Community and its Right Honourable Speaker for having thought of organizing the series of NANYUKI seminars.

8.On the one hand, We would like to congratulate you on the choice of the topic. As a matter of fact, no other theme would have been more appropriate after the signing of The Protocol on the Establishment of the East African Community Common Market by the Heads of State of Our Community, at their Eleventh Summit held in Arusha, The United Republic of Tanzania, on November 20th, 2009.

9.Equally, no other theme would have been best suited for a seminar organized for you, on the eve of the beginning of the process of ratification of the Protocol, if we want it to come into force on July the 1st, 2010. To this end, the instruments of ratification of the Protocol on the Establishment of the East African Community Common Market shall be deposited with the East African Community Secretary General on April 30th, 2010.

10. Each and everyone understand the reasons for the seminar, the choice of its theme, especially our strong desire for this session to end with contributions helping to achieve further success, now that the East African Community embarks on the second phase of integration, namely the Common Market.

11.The Protocol on the Establishment of the East African Community Common Market enshrines fundamental freedoms for goods, persons and labour, capital and services as well rights for the establishment and residence, this providing for a favourable environment for business.

12.We strongly encourage Traders and Investors from around the world to invest in our Community. In fact, our region is in terms of prospects, becoming one of the most economically emerging regions. We believe it and do work on this accordingly. We take this opportunity to congratulate again the experts who have negotiated the above mentioned Protocol.

13.As an integral part of the East African Community, Burundi will do her best so that the Protocol under consideration be ratified and implemented in agreed time.

14.We are committed work and seize the opportunities of integration into the East African Community in general, and the implementation of the Common Market Protocol in particular. This is the reason why our country is engaged in a process of harmonization with other countries of the Community both at the institutional and legislation level.

15. Burundi is preparing for an important rendez-vous. During the year 2010, we shall hold general elections.

16. My country is so far happy with the preparations of the elections. We reiterate our commitment for free, fair and transparent elections in a climate of peace and security. To succeed, we count first of all on the support of Burundi People and Leadership, and on friends of Burundi in general, and the East African Community in particular.

17. We also take this opportunity to appeal to friends of Burundi to continue to bring us their multifaceted support in organizing these elections either at the level of budget support, in various materials but also with election observers.

18. Successful 2010 elections will surely lead Burundi to genuine stability and make her a more viable and active partner of the East African Community. We are convinced the whole Community shall be proud of such a success.

19.We wish to conclude wishing this Seminar on Inter-Parliamentary Relations NANYUKI V, plenty of success. May this session be another good occasion to register other achievements for the happiness of our respective Countries and Peoples, much to the satisfaction of our Community which enhances cooperation and integration.
