The Second Deputy Speaker of the National Assembly monitors and compilation the model PCDC in Muramvya province

In the wake of a training workshop and a presentation by the standing committee responsible for finance to the executive of preliminary work on monitoring government action in relation to the 2023-2024 General State Budget, the Second Deputy Speaker of the National Assembly wasted no time in travelling to his constituency of Muramvya to ensure the monitoring and compilation of the model of Communal Plan for Community Development (PCDC in French acronym) in the presence of administrative officers from the grassroots. The same exercise was being carried out in parallel by the Right Honorable Gelase Daniel Ndabirabe, The Speaker of the National Assembly in Kayanza province.

The Honorable Abel Gashatsi met with the administrative staff of the communes of Muramvya, Kiganda, Rutegama, Mbuye and Bukeye to follow up on the compilation of the model PCDC, which will soon be standardized across all communes in the country. He even gave some clarifications, guides and advice.

In the field, the Second Deputy Speaker of the National Assembly was able to meet the five elected representatives from the hills, who took turns presenting their development projects drawn up on their villages of origin. Technicians from the various sectors of these communes were also on hand to provide precise figures for inclusion in the Annual Work Plan and Budget (PTBA in French acronym), in order to budget planned activities in line with the Program Budget. It should be remembered that the former PCDC was evaluated annually, whereas the current model PCDC will be evaluated quarterly.

As the program budget is a public finance management method based on the logic of performance and greater transparency, it moves from a logic of means to a logic of results; this will result in a Burundi that is emerging in 2040 and developed in 2060, according to the vision of His Excellency Evariste Ndayishimiye, the President of the Republic.

In all these communes visited by the Honorable Abel Gashatsi from May 25 to 2023, he also took the opportunity to visit his fields on the Teka hill, in the Mbuye commune, thanks to which his neighbors benefit from his work, while also taking them as a reference for contemporary agropastoralism.
